Yes - simply select the flash icon. Flash will work in sunlight in this mode. I've used it in the shade on a sunny day - just to brighten up the faces.

Yes, the COOLPIX S3700 has a Fill Flash mode that can be enabled to fire the flash for every shot. Fill Flash mode is available when the camera is in Auto Shooting Mode and can be used to "fill-in" shadows and back-lit subjects.

No, this camera does not have an option to force flash to fire.
