“I'm trying out the pressure cooker. Once the pressure builds, it will seal, but every couple of minutes, the valve will release some steam (I'm not talking some light steam, I'm talking as noisy as when quick releasing). Is it defective?”

Is the valve in the proper position? If looking at the device from the front, it should be turned all the way to the left. Also if cooking with too much liquid it could build pressure faster, remember steam takes 1600 times more volume than liquid. It could be venting due to excess pressure and is a safety feature.
