“Has anyone else been dealing with a thin layer of water sitting on top of the puck in the portafilter after extraction? I am not sure what could be the issue. I use the recommended grind size and tamp the grounds evenly with good pressure.”

I was getting this problem also. I salved it by getting a good 53.3mm puck screen. There are varying types and prices on amazon, but they do work. Plus they keep the shower screen (where the water comes out the machine) clean from coffee grounds, and help disperse the water evenly through the coffee.
