I goggled this product on u-tube and there's many videos. One stated powdered candy like war heads,pixie stix.... so I'd guess koolaid,too. Then another points to a online purchase of cotton candy sugars and sticks to purchase. My search is for a healthy sugar like organic and flavorings, and healthy sugar alternatives like monk fruit,stevia etc. I'll post as I learn. But utube goggle search will be a great resource for your questions.

I tried straight sugar it didn’t work well at all.
You best bet is to go to a entertainment supply store and see if you can get a bag of real cotton candy sugar 
I haven’t went my self to buy some.
It takes a lot of candy to melt to make a nice size cone
