• Google chrome is not readily available to download from Google play. There is a hack where you can download anything from Google play, but out of the box, it has restrictions on Android streaming device apps. Also controlling the cursor may be a little tricky. You'd probably have to tab to each element to select the download button. Haven't tried with a USB mouse, but interface is similar to Android cell phone.

• yes you can just install chrome, you can install apps/apk downloaded from chrome.
