Yes it can. I know that NordVPN has an app for Android TV that allows you to watch outside your geofencing but I am not sure about other VPNs availability.

Since the Nvidia shield is an android you can use a VPN with no other equipment needed.

I use NordVPN, the only time I have an issue is when I stream from the Amazon Prime app. Amazon cannot detect my IP address so will not play until I disable the VPN. Hope this helps.
