The Nvidia Shield is a streaming device, much like a Roku.

It is already configured out of the box, though you will need to set up an account, username, password, etc.
No programming involved

It comes pre-loaded with the Android TV operating system. Setting it up is no more complicated than setting up a mobile phone when you first take it out of the box. Pretty basic and simple for most people I would think. No technical ability is involved, just a willingness to read and answer very simple questions.
