- Answer No. This is a cordless phone for either VOIP or landline service. It can be paired to a cell phone, I believe, so you can use it as a handset, but it will not work exclusively with a mobile carrier.

- Answer I don't know, because the phone expects to plug into 110 vac supply. If you are using 200 vac in a foreign country, please be aware that the foreign frequency of 50 Hz is not usually not compatible with the USA 60 Hz frequency.
