Sadly, the owners of this work have decided NOT to dub this to English. A somewhat bizarre decision, seeing as how they decided to dub it in French Canadian. Some folks consider the "purity" of the film to be more important than my enjoyment of it. I don't buy that assertion. Subtitles detract from my full enjoyment of the art form. If my eyes are busy reading subtitles, there is much visual content that I cannot view and appreciate, including the acting. Good examples of English dubbing done right can be found in Hayao Miyazaki's Japanese language Anime films, which all have been dubbed, to the pleasure of English-speaking children worldwide. 

I saw this film once, it's really well done. That said, It was very distracting to have to read subtitles. Would like to buy a copy with a good English language dub.

Of course not. It’s a Korean film. I wouldn’t put it past Hollywood to remake it though.

No. The movie was filmed in a foreign language and thus you should watch it that way with subtitles.
