“I have an old laptop I haven't used in years so it hasn't been updated at all and wouldn't allow me to sign in. I spoke to Microsoft and they said I could create a bootable 8gb usb drive to correct the issue. Will this USB drive work for this also?”

Yes I use them all the time for creating bootable ISO's
