• The missing GB is for caching so it can read data faster.

• There aren't any storage devices that let you use the entire advertised memory capacity. That is because the device uses a part of that memory to do its job. It's okay to delete any folders or reformat the drive by the way. Although, you still won't get the full advertised 256 GB.
