Yes. It will handle 4K. Keep it mind it is NOT a high end Game card requiring 100fps( frames per second) I use it mine edit HD movies. Search Youtube for OzTalksHW reviews.

I was shopping for a 1050, and the Geek Squad told me this 1030 would be enough for a HTPC, if I wasn't planning on gaming. It even has the plus of being passively cooled!. While it does enable 60fps @ 4K, while decoding HEVC codec, there is a shortcoming. Unfortunately, we did not discover the full extent until it was past the return time. :( The Windows 10 Netflix App will not support 4K, due to the limited 2GB RAM. I should note that the 2GB RAM seems to be the common explanation I have found. We ended up buying a 7th Gen i5 and motherboard, because some players do not have a way of designating the 1030 as the decoding hardware. Unfortunately, the motherboard HDMI ports are still all HDMI 1.4, so there's no 4K/60fps/HDR capability from any motherboard. It's really a mess. I **THINK** I could get UHD Netflix from the onboard graphics, but not 4K 60fps. If I had it to do over, I would start with a GTX-1050, with at least 4GB of RAM. All I know is that Netflix only offers the HD option with the 1030, and we do have an UHD subscription. This isn't too big of a deal for us, because we use our XBoxOneX for Netflix. However, it is a major disappointment that everything doesn't JUST work. I can't help but take back my original positive review of the 1030. I feel cheated.
