I would say no, unless you are ok with a slide show. I'm running Flight Sim 2020 on a 3 GB 1060, and it does ok but just barely. I'm just above minimum settings on a 4k monitor, and getting 30-35 fps in many areas close to the ground. The bare minimum I would recommend for that game would be a GTX 1660, depending on what kind of frame rates and appearance you can accept.

I would recommend 8GB dedicated VRM and Radeon 5700 XT or GeForce RTX 2060 or better. Unfortunately the video card market is nuts right now.
