It depends on the type of case. If the case is like a soft, powdery rubber, then the popsocket won’t stick. If it’s not rubber then yes, it will stick.

Well, to tell you the truth, it depends on which OtterBox case you are going to purchase. The one that I would purchase is the OtterBox Commuter.
