To plug usb devices into. If the stand is plugged into your pc, which why wouldn't it be, your pc will recognize the devices you put in the usb slots.

They are used for additional portage. I use mine for my wireless Nari headset, my wireless basilisk mouse and the charge cable for my headphones as well.
