That’s the locked setting position. You need to unlocked it first then turn counterclockwise so you can pull abs remove the filter.

Page 15 has a diagram of the parts of the refrigerator, with the water filter labelled as number "09". Page 34 explains how to use the "lock" button to lock the control panel, preventing unwanted changes to your settings. ^Jecca
