I'm using Windows 10 now, which allows you to split your screen and do what you ask. I was going to set up two monitors, but the 27" screen size has allowed me to work with two fairly decent size screens. I work with two 20" monitors at my office, and this set up is every bit as good.

You can manually adjust the window size to your satisfaction for most applications. However, if you mean can you have more than one document in automatically in max window size in different parts of the screen (the way you can on some tablets), not in Windows 7 - I don't know about Win10.

Split screen, such as Win 8.1 laptops/PC have, is a feature of the OS not the monitor. As far as I can see, monitor will accept only 1 input at a time.
