No, it is not a smart tv (although it can basically function like a smart tv with the Samsung blu-ray player installed as an accessory - about $60 at Best Buy. The blu-ray player I added has 250 apps pre-installed). The answer to the first part of your question is complicated and probably best answered by a professional. There are several web sites that explain Samsung's CMR vs refresh rate (some sites even have a conversion table). I've been enjoying this tv for a few weeks now, and I think the hd picture is great! I use the tv for watching live tv and on demand content. I do not use the tv for gaming or with an xbox so I do not know how it would perform under those conditions. Hope this helps!
