“If I buy this tv and do not have any intrenet or wifi connections will everything still work well? Without an internet connection is the tv still emiting a signal ? If so can it be turned off?”

It is not necessary to have an internet WiFi connection in your home to operate the TV. You will need to provide and input source (i.e. cable box, DirecTV, or other) to get a video signal. If you do not have internet/WiFi now, you will not be able to use the "Smart TV" connectivity features built into the unit that allow you to select alternate programming from Netflix, Amazon Prime Video, YouTube and others.
