Yes, it does. Not sure why someone would answer no. I believe every smart tv has the apps available to download. They are not free, but all the apps are on the tv, you would need your subscription to access them.

The TU690T has a built-in app store with hundreds of apps to choose from including Netflix and Hulu+. I'm not sure which international apps you are specifically asking about but here is a list of apps available.
