“is the top oven just convection or can you just bake in it. If so the only control for the top oven has a fan on it. so what do i tap to regular bake”

Hi kate3, No, the convection cooking is for the whole or upper oven. For the regular bake option, tap 05 Bake. Here is a link to help you effectively cook with the oven.
