• The charger is not a battery and does not store a charge. Think of it more as a converter/transfer device where it takes electricity from the wall and makes it possible to transfer to your phone wirelessly. Once unplugged it quits working.

• No, it is not a battery pack. It must be plugged in to charge. Samsung makes a 10,000 mAh Portable Battery that charges after it has been plugged in.
