High is about 7 inches off the desk. Low is about 2 inches.

The screen has a range of 4.5", and the bottom of the screen ranges from 2" to 6.5" from the desk on the provided stand with a normal tilt. The tilt and swivel are actually pretty impressive for the size of the monitor. Samsung's website says the tilt and swivel are both 15 degrees, but it feels like much more than that from my experience.
