You shouldn't have to buy anything else, it comes with a mini-dp cable to connect it.

Depends on what model surface you have. I run the Surface Book from time to time and I didn’t have to buy anything but I already had the external mouse and keyboard. So if you don’t, you need to buy an external mouse and keyboard. This monitor will come with the Mini DP to DP you’d use to hook up your surface. 
As a side note, if you have the higher end Surface or Surface Book with dedicated GPU, then you may not have this experience, but you cannot use the surface screen and the external monitor at the same time. The only way mine works is if you close the laptop and only use the external monitor. It just doesn’t have enough power to drive both.
