It's wireless charging for your phone but still need an outlet to get its power. So yes you do need to plug it into the wall outlet.

Yes, the charger always has to be plugged in, but you just put your phone on top of it. It's very convenient. I was told by a salesperson that you just charge the charger then take the base with you outside and you can charge the phone. Wrong! Base must be plugged in, you have the convenience of not having to get a cord out each time. I like mine.

correct the wireless charging pad comes with a charger similar to ur phone it need to be plugged into the wall inorder to work, however once it is plug in u can place ur phone on top and it will begin to charge

The wireless aspect of this charger is the transfer of power from the charger to your phone. It is not a battery and therefore has to be plugged in to have power which it will transfer wirelessly to your phone. 

The benefit of this device is that you don't have to plug in and unplug your phone when charging.

Correct. The pad itself must be plugged in. However, the "wireless" part means that the phone itself does not need to be plugged into anything. I have a wireless pad in my car so I do not have to deal with plugging and unplugging my phone.

Obviously the pad must be connected to a supply of electricity. The circular pad does not produce electricity. This model includes a Samsung 2Amp adapter which plugs into a wall socket and a USB to micro USB cable. The standard USB end of the cable plugs into the adapter and the micro USB end plugs into the circular pad. You charge the phone by placing it on the pad - e,g,a "wireless" connection between the pad and the phone. It's extremely convenient. You connect a cable once. No cable connection to phone required in order to charge.
BTW, you can use the adapter and cable for travelling etc. w/o taking the circular pad.
