When I purchased the phone, the price was cheaper if I activated it at the time of purchase versus buying the phone and activating it at a later time. However, what I didn't think to ask was if paying the higher price already included the activation fee. I still had to pay an activation fee but it is being charged on my first bill. Yes, it's unlocked.
