Maybe. For this situation, you really need to know who her service provider is. Since everyone's rates are different, you can't really promise no more charges unless you know her rate plan and can compare it to what she will have. What you really need to ask is if you can buy this phone unlocked so that it can be taken to whoever she wants. For that question, I definitely don't know for sure. However, that is the most expensive option.

This phone comes locked to AT&T only. No other carriers period. Even if you pay the full price. Go to that carrier store to get one for them.

Be sneaky found out who she is with first, then contact that carrier to make sure first. You don't want to be stuck with a device that you cant use. Other option is you can purchase the unlock version at full price and use it for whoever you like.

You would need to find out which is her cell phone service carrier to get the correct version. Different versions of the phone support different carrier bands and some are GSM while the other are CDMA.

No. This Galaxy N4 is for ATT. If your daughter doesn't have ATT, she will have to switch to ATT (new account) and that can be pricey if her current carrier contract isn't up because her current carrier will charge an early termination fee.

Best option would be to find out which carrier she has, and purchase the Note4 for that carrier.

Also, I understand you said its a gift and you probably are looking to surprise her or something, but, if you're not then I would suggest telling her you want to get it for her and that way you could both head down to her local phone carrier store and set it up from there as you may end up getting it MUCH cheaper in comparison to paying full price.
