“Can you buy a phone in a different area code and keep your same number?”

YES, if You are in other state yes. If you gonna change or keep the area code you need call the carrier. Sometimes fees apply.

Yes you can keep your same number. If your porting over from another carrier you will need the account number and pin number. If a subsidiary of a major phone carrier, example going Cricket to AT&T or the other way around you will have to get a new number then port contact the new carrier to continue the port over.
