Best Buy doesn't pay the fees. They are a store within a store and provide the products and service. The service goes directly through Verizon, etc...

Best Buy isn't a carrier, so if you mean to end your current plan with Verizon and go to Best Buy to start up a new plan with Verizon, that wouldn't work. Best Buy facilitates, so you're really asking Verizon to pay their own fees and give you a new phone. I'd suggest checking if you're EDGE eligible, you might be able to get a new phone even if you're not ready for a 2-year contract.
