My question is can we still get them for $99.99 since its on sale. He does pay his bills on time all the time but I'm aware that isn't really credit or anything.”

Unfortunately, this may not be possible -- a valid credit card typically must be provided during the sign-up process to be eligible for any promotional upgrade pricing. Verizon's customer support team or an in-store Best Buy Mobile specialist may be able to provide an alternative solution though, so you may wish to contact Verizon directly or visit your local store for additional information if you haven't already done so.

Same thing happened to my Girlfriend when she switched over from her Dads ATT plan to her own plan with Verizon. She has little-to-no credit so they had her put a downpayment on the phone of $100.
