Yes, I just got this phone as I was up for my upgrade. The tax though, is based on the retail price which would happen anywhere you purchased it. Best Buy had the best sale price around for this phone.

To find the upgrade price of a phone at Best Buy.com, click "Add to Package" for the phone you are looking at, and then click "Existing Customer." You will then see the upgrade price for the phone.
