I have the S9 unlocked version, I was thinking of getting the s10 or 10+ I was wondering since I go through Tracfone. Can I just take out my sim card from my S9 and simply put it in the new s10 or would I have to get it activated again with new sim? null

Yes you can just put your simcard in the s10... no need to reactivate and you do NOT need a new simcard
