An unlocked phone, which you can activate later, seems to cost more since you are paying the full retail price of the phone upfront. A phone that is immediately activated to a carrier, like Verizon or AT&T, seems to cost less because you are setting up a contract with the carrier that says you will pay the amount the phone costs over time. You'll be paying the same price for the phone in the end.
