“We do not want to be tied to a contract. Is the price of the phone only if you accept a new contract with AT&T ? I would rather pay out right for the phone and not tied to a contract for x time. Is this possible?”

Once you own the phone it is yours and not tied to a contract. You can then pick a service provider for your phone.
