From my understanding you can port any number from one carrier to another - even prepaid phone numbers.  In order to port it the number must be active on your prepaid phone to transfer to an AT&T contracted account.

I don't think you can purchase a phone on a monthly payment plan however and set it up as a prepaid phone. If I read the info correctly it would require you to have an account with AT&T and a monthly billing plan.
