- A:Answer Majority of the time, but usually when a company refurbish your phone then that means it went through quality inspection twice. Refurbish doesn't always mean it was broke, it is usually just returned. The store cannot put it back on the shelves until inspected by quality inspector. That is why some companies charge a restocking fee.

- A:Answer That's the beauty of unlocked. Freedom!!! You are not restricted by a carrier. For instance say Tmobile doesn't have towers overseas then your restricted but if there is another network all you need is a sim card for that network
