I believe the promotion was 6/16 to 6/30 that the phone needed to be purchased. So if you didn't purchase it between those dates, you missed the promo.

I think Yes you should. I am not sure if you will get from bestbuy or not., mostly yes you do. But you can surely get it if you order from Samsung itself so to beat that Bestbuy should be giving you a free Gear VR for your S7 purchase. The offer is still valid as of now.
