I just ordered mine from Samsung, you can pay via PayPal or credit cards but not with your carrier account.

That promotion is from Samsung so you can pre-order from anywhere. Once you get the phone you go to the Samsung promotions page and fill out the forms. If you want the headphones and memory card you have to pay $99 to samsung. Not sure if you can add that to the phone payment or not.
