Maybe the seal pack came from a straight warehouse or manufacture. I have bought 2 S9s. One shipped the other in store. Both did not have a seal and came with the box and its slipper cover. They both looked untouched.

Mine came new in the box with a clear sticker on the front and back of phone to protect from scratches. All the extra pieces such as charger, ear buds and usb adapter were also wrapped in plastic. I ordered mine online and submitted to pick it up at a nearby location instead of delivery.
