• Yes that's correct. I'm using a chip from The Bahamas and the phone connects to their network and is working just fine.

• Unlocked means the phone is not built for any specific carrier like Verizon or AT&T. As long as the roaming is enabled on that international SIM from your home country and it has enough credit balance , it should work.
