“In the dimensions it says it was 23.5 inches height with stand, does this mean the max height or the lowest height? the stand is adjustable... I need a monitor that is 18 inches height or less with stand”

The monitor adjusts from 19" to 23 1/2" on the stand - high enough that it can be placed in portrait mode if desired. If you need a different height, you could always use the VESA mount. Note the screen itself is 17" high so 18" is pretty low.
