“Are the top rack pull-out stops (shown in one of the pictures) designed to pop out to allow the top rack to be easily removed, or are they pretty much fixed and permanent? GE's top rack is easily removable.”

Hi Ron! The upper rack is removable. Page 14 of the user manual (https://bit.ly/2V2G17p) can show you how. You can also adjust the height of the racks (instructions are on page 13) to your preference. ^Jecca
