There are two reasons that I can think of: First, the drive is locked in read-only mode. This is a permission that can usually be set within Windows or macOS. Second, the drive is failing. Most of the time, the second reason is the case. There is not a lot you can do, but I recommend backing up the information as fast as possible so you can transfer it to a new drive.
