No. The RPI4 3.5mm jack cannot be used as input. It only provides stereo audio out and composite video out. To use a mic with an RPI, you'd need a USB sound card or a USB microphone.

I cannot tell by looking at the Raspberry Pi 4's spec. If you can use a TRRS headset microphone into the headphone port on the Raspberry Pi 4, then yes.
