“Can you take it off the dash and refasten it to the window?”

Yes, It attaches to a window with a suction cup. the suction cup is also used to attach it to the dash and to get around the fact that many dashes are not smooth, there is an enclosed smooth circle with an adhesive backing to first put on the dash.. You then have a surface that the suction cup will adhere to.

Yes you can, but since all the moving parts including ratchet teeth that secure it to the windshield are plastic, it will break before long if you dont leave it in place and dont get your phone charging cable caught up in the steering wheel.
