You just use the suction cup. The mounting pad is for irregular surfaces the suction cup won’t stay adhered to, like the dashboard.

You can just use the suction cup on the window to make a strong seal as the glass is not porous/irregular shape. The mounting pad is to be used on irregular surfaces like the dashboard as most are not smooth enough to allow the suction cup to seal properly.
