• Yes the seat has to be connected by a clamp attached to the seat itself.

• No, the seat does not have to be connected. The seat bracket that attaches to the scooter is like a clamp, it can be adjusted to slide back and forth on the footboard, there are not holes in the scooter for the bolts.
