• No it will not. It does use cell service. If you are in a dead zone for all cell phone service than this will not be able to get the signal also.

• It uses multiple cell providers to build wifi signal. So if your carrier doesn't work but another carrier does you can place calls over wifi.

• It should work. I used it on a rooftop pool in Tulum Mexico. It was a bit slow getting started but it worked.
