It can stream video OK (probably not at 4K resolution though). Not sure about uploading photos and videos, but it fails to connect to Nintendo or PlayStation servers to download software because the files are too large. Data caps are similar to a regular cell phone; eventually you’ll get throttled to slower speeds, but I don’t think Skyroam explicitly discloses the data cap.
