“I'd like to use this soundbar with two HDMI inputs into the soundbar and an HDMI out to the TV. Does the soundbar need to be turned on to get signal to the TV? I don't always watch news with the soundbar on.”

No not necessarily, the soundbar will turn on automatically when you turn your tv on (every soundbar will do that when linked through hdmi) though you can easily switch to your tv speakers though, through your tv settings in audio if you wish not to use the soundbar

When the TV input is selected, video signals via one of the HDMI IN 1/2 jacks selected last time are output from the HDMI OUT (TV eARC/ARC) jack. It means that the soundbar should be ON in able to select TV input to output video signal from the soundbar. As a work around, you may need to change the sound to TV speakers on the TV settings if you prefer the TV speakers for the sound.
